The Times investigation found seven plaintiffs who said they were paid by “recruiters” for a law firm outside a county social services office in South Central Los Angeles.

The inquest heard how Paloma did speak with a social worker while living at home with her mum and remained adamant she did not want social services to be involved with her case.

They might instead have to go through naturalization processes later in life, potentially leaving them in legal limbo or limiting access to social services, healthcare, and even public education.
