In Bolivia, the recent election of President Rodrigo Paz, a business-friendly centrist, after years of socialist rule has buoyed hopes that the government might ease state controls over the lithium industry.

Mamdani has seized on that to power an improbable rise, profiting from an affiliation with socialist politics that might otherwise have held him back.

In an article for the Times of India this month, Bhaskar Sunkara, founding editor of the American socialist magazine Jacobin, called Mr. Mamdani “the real deal—a Marxist by training and conviction.”

Mamdani, a Democratic socialist who has made past comments about defunding the police, had pressed Tisch to stay as commissioner, in part as an olive branch to Wall Street and real-estate executives.

They look to socialist leaders as heroes standing against “inequitable” establishments.
