The boss of the UK's financial watchdog has said criticism from MPs that it has failed to reform after years of scandal is "not fair".

“The California public is at that point where they think this is just not fair to the rest of us.”

Neil Sheldon KC, representing the security services, argued the claimants' characterisation was "not fair".

Mr Sheldon said this portrayal was "not fair" and stressed: "There was no lack of candour."
