Floods and fires, storms and cyclones are growing more frequent and intense, even as Washington strips money from the very agencies designed to predict and mitigate them or aid in recovery.

And there appears to be no respite from the stormy weather as two more cyclones are predicted to develop or enter the Philippines later this month.
