Jackson, the college freshman, recalled getting her first iPhone in middle school.

At a recent news conference in support of the bill, a Jewish student told of her experience at a public middle school in the Bay Area.

“You want to address the deficit in kindergarten and follow it so you can make sure kids aren’t going to middle school without these basic skills,” Zoroya said.

The plaintiffs are middle school and university students who were banned by state laws from participating as a female competitor.
