“Interest rates on credit products tend to be lower and there are few, if any, fees associated with deposit accounts,” she said.

Last month, it sued Walmart and another company for allegedly illegally opening deposit accounts for more than 1 million drivers.

“For far too long, the largest banks have exploited a legal loophole that has drained billions of dollars from Americans' deposit accounts,” Rohit Chopra, director of the Consumer Financial Protection Bureau, said in a statement.

"There is more savings in deposit accounts, there's less people struggling with loans and actually business confidence is at a nine-year high."

The act is a proposed federal law that would ensure that all businesses — including state-sanctioned weed stores — have access to deposit accounts, insurance and other financial services.
